Аналіз тенденцій асоціальної поведінки щодо документних фондів в Україні та світі

Abstract

Розглядається сутність крадіжки як асоціального явища. Визначено три категорії крадіжок, спільним джерелом яких є формування тіньового антикварного ринку цінних та рідкісних документів. До дестабілізуючих чинників, що зумовлюють крадіжки, належать: брак охорони й охоронної сигналізації, камер спостереження у фондосховищах і читальних залах бібліотек та архівів; зниження рівня повного та достовірного обліку документів; недостатній соціальний захист персоналу інформаційних установ; відсутність правових норм покарання. Висвітлюється національний і зарубіжний досвід приводу подолання цієї проблеми в бібліотеках та архівах світу.The causes and consequences of thefts in libraries and archives are considered. The author defines three categories of thefts, a common source of which is the development of the shadow antique market of valuable and rare documents. The destabilizing factors that cause thefts include: lack of security and the security alarm system; lack of cameras in the depositories and the reading rooms of libraries and archives; decline in a complete and reliable account of documents; insufficient social protection of personnel of the information institutions; lack of the legal regulations of punishment. The national and foreign experience to solve this problem in libraries and archives around the world is covered.
